Should I put the password in the same email?

No. Send the locked PDF in one place and the password in another, such as a call or a separate chat. A password in the same thread does not protect a forwarded mail.

Can the recipient remove the password later?

Only if you give them the password. They can then unlock the copy you sent. You still have your own file.
