Blank Word is usually a scan
Image-only PDFs need Advanced OCR. Digital PDFs usually convert with Basic. Retry on Universal Converter after you pick the right mode.
Password and HEIC traps
Unlock known-password PDFs with Unlock PDF first. iPhone HEIC files should become PDF via Converter before most portals will accept them — see convert HEIC to PDF.
